THE DEMOCRACY VOUCHER PROGRAM
supporting local campaigns
ULMS has partnered with the Seattle Ethics & Elections Commission (SEEC) to inform the community about our city’s Democracy Voucher Program and how residents can take advantage of this one of a kind communal resource!
The purpose of the Democracy Voucher Program is to create a way for Seattle residents to donate to local candidates or run for office themselves. Seattle is the ONLY city in the nation with this type of public campaign funding!
Every City of Seattle election, the Democracy Voucher Program sends eligible Seattle residents $100 dollars in Democracy Vouchers! These vouchers can be used to support participating candidates like the mayor, city council positions, and the city attorney among others.
How It Works
Each Seattle resident (who is eligible) receives four (4) $25 vouchers to donate to candidates running for office in the City of Seattle.
All registered voters and those who applied for the program will automatically receive Democracy Vouchers. (Click here to register to vote or update your voter information.)
If you are not a registered voter, you may still be eligible for the program. You must be:
- A Seattle resident,
- At least 18 years old, and
- Either a U.S. Citizen, U.S. National, or a lawful permanent resident (“green card holder”).
Democracy Vouchers will be mailed to registered voters in Seattle and those who applied beginning February 9, 2021.
Vouchers will be mailed on a monthly basis to newly registered voters in Seattle.
The deadline to submit Democracy Vouchers will be November 30, 2021. (Additional timeline details below).

Inside the Democracy Voucher Packet
You can use your Democracy Vouchers from February 9, 2021 to November 30, 2021.
However, we recommend using them as early as possible so that candidates have access to the funding early on.
You will receive:
- A Voucher packet
- Four (4) $25 Democracy Vouchers
- A Pre-Paid Return Envelope
- Instructions for How to Fill Out Your Vouchers
- Q&A Sheet
Frequently Asked Questions
Democracy Vouchers can be given to any participating candidate. Find the list of participating candidates at seattle.gov/democracyvoucher or call 206-727-8855.
You can use your Democracy Vouchers from February 9, 2021 – November 30, 2021. However, candidates can only receive a limited number of vouchers. The longer you wait to use your vouchers, the more likely your candidates will have reached their voucher limits.
You can assign vouchers to a single candidate or to several candidates. Also, you can assign your vouchers all at once or over time.
Democracy Vouchers are commonly confused with Fresh Bucks Vouchers; however, the Democracy Vouchers cannot be used in combination with any other program.
If you do not use your Democracy Vouchers, the funds will carry over to the next election cycle. Please recycle unused vouchers.
No, giving your vouchers to a candidate is not the same as voting. If you are eligible, you will still need to vote during the Primary and General Elections.
Yes, when you assign a Democracy Voucher, your name and your selections are reported on the Democracy Voucher website.
